The Manitoba Provincial Nominee Program has no immigration representatives acting on its behalf and does not endorse or require the services of an immigration representative or a recruiter. All PNP applications are treated equally.

What is an immigration representative?
For purposes of the program an immigration representative is defined as any individual who accepts a fee for a service directly related to an application for immigration including the provision of immigration advice, the completion and submission of immigration forms, and/or the procurement of employment for an applicant applying to an immigration program.

At your own risk
Any applicant or employer who uses the services of an immigration representative or recruiter does so at his or her own risk. If the applicant or employer uses the services of an immigration representative or recruiter in connection with a PNP application, this must be fully disclosed to the PNP with complete name and contacting information provided for the specific individual and company involved. Failure to disclose this information may result in the refusal of the application.

PNP deals directly with you, the employer
Under the Employer Direct priority assessment stream the PNP will deal directly with the employer for purposes of confirmation, verification, or supplementation of any information related to an employer application for preapproval of job offers.

The PNP will provide copies of correspondence informing an employer of the result of an application to a representative at the employer's request if that representative:

  • is a member in good standing of the Canadian Society of Immigration Consultants or of a Canadian law society
  • has signed the Code of Conduct for Immigration Representatives
  • is designated by the employer in the Third Party Authorization section of the PNP Employer Application (MEA)
  • has not engaged in activities contrary to the interests of PNP integrity as described in the Code of Conduct
