LABOUR MOBILITY AGREEMENTS

Consider taking advantage of Manitoba's international recruitment agreements to hire temporary foreign workers. These agreements can ease your recruitment process by assisting you in the identifying and recruiting foreign workers in a safe and ethical manner.

Manitoba's international labour mobility agreements

  • France - Pole emploi international in France is an agency which connects employers with qualified workers. First, interested Manitoba employers must fill out the Employer Application Form and submit it to Manitoba Labour and Immigration.

    Next, Pole emploi international can work with you to develop accurate job descriptions of your company's employment opportunities. Then they check their regularly-updated pool of candidates interested in working abroad. They can also advertise your positions on their website and other print media.

    After that, pre-screened workers' applications are sent to you for your consideration. You can select workers by travelling to France to interview them directly or by completing the hiring process from Canada.

  • Germany - International Placement Services (ZAV) is a government agency within Germany's Bundesagentur für Arbeit. Through this agreement, Manitoba Labour and Immigration and ZAV will work with employers to connect them with qualified German workers free-of-charge. First, interested Manitoba employers must fill out the Employer Application Form and submit it to Manitoba Labour and Immigration.

    Then, ZAV works with the employer to develop accurate job descriptions of their company's employment opportunities. Next, ZAV checks their regularly-updated pool of candidates interested in working abroad. ZAV can also advertise your positions on their website and other print media.

    After that, pre-screened workers' applications are sent to you for your consideration. You can select workers by travelling to Germany to interview them or by completing the hiring process from Canada. Note: Only employers who have received a Certificate of Registration from Manitoba's Employment Standards Division and a positive labour market opinion through Service Canada, are eligible to recruit workers internationally.

  • Iceland - The Iceland-Manitoba Labour Co-operation Agreement provides a process for the governments of Iceland and Manitoba to connect employers with qualified Icelandic workers. First, interested Manitoba employers must fill out the Employer Application Form and submit it to Manitoba Labour and Immigration.

    Then, Manitoba Labour and Immigration works with the employer to develop accurate job descriptions of their company's employment opportunities. Next, Iceland's Directorate of Labour checks their regularly-updated pool of candidates interested in Manitoba.

    After that, pre-screened workers' applications are sent to you for your consideration. You can select workers by travelling to Iceland to interview them or by completing the hiring process from Canada. Note: Only employers who have received a Certificate of Registration from Manitoba's Employment Standards Division and a positive Labour Market Opinion through Service Canada, are eligible to recruit workers internationally.

  • Mexico - Under the Canada-Mexico Partnership on Labour Mobility, the governments of Canada and Mexico have jointly developed a pilot project to connect eligible employers with Mexican workers in the tourism, hospitality and construction sectors. Currently, this initiative is only available in Manitoba, Alberta, British Columbia, and Quebec.

    First, interested Manitoba employers must complete the Employer Application Form and submit it to Manitoba Labour and Immigration. Manitoba Labour and Immigration will ensure this information is provided to Mexico's Secretariat of Labour and Employment, so that they can check their listing of candidates and pre-screen them based on the employer's specifications. The listing of potential candidates will be supplied to the employer for their consideration. The employer can select workers by travelling to Mexico to interview them or by completing the hiring process from Canada.
