Family support
The Manitoba Provincial Nominee Program is not a sponsorship program. But if you are an established resident of Manitoba you may be able to support the application of a close relative. See: Family Support priority assessment stream.

Family sponsorship
You can sponsor family to come to Canada through the Government of Canada's immigration program. See: Citizenship & Immigration Canada: Family Class

Refugee sponsorship
To sponsor someone as a refugee the person must be in need of protection as defined by Canada's refugee claimant system. A sponsor commits to providing emotional and significant settlement support for at least one year. See: Citizenship & Immigration Canada: Sponsoring Refugees
