LICENSING STEPS
TEACHER

Teachers work with elementary and secondary students helping them develop learning skills in classrooms, laboratories and workshops. Teachers prepare lessons and tests, instruct students, correct assignments and tests, and supervise school activities.

Steps in certification process

Teaching is a regulated profession in Manitoba.

To teach in Manitoba you must:

  • have an undergraduate degree and a two-year bachelor of education degree OR you must have completed 10 full equivalent education courses
  • be certified by Manitoba Education, Citizenship and Youth Professional Certification and Student Records Unit (PCSRU)

You must complete the following steps:

STEP 1: Phone the Manitoba Education, Citizenship and Youth Professional Certification and Student Records Unit (PCSRU) and tell them you are an internationally educated teacher and want information on how to become certified to teach elementary or secondary school in Manitoba.

This information is also available online at Manitoba Education.

STEP 2: Complete the PCSRU application form.

You must submit the following:

  • syllabus (i.e., description of courses studied) *
  • transcripts from university where you graduated (must indicate that degree was obtained) *
  • an official confirmation of certification from all countries where you held a teaching certificate and statement of standing indicating you are eligible to teach *
  • completed teaching experience checklist
  • completed teaching experience form
  • criminal record check
  • copy of birth certificate *
  • copy of certificate or diploma *
  • all immigration documents
  • assessment fee ($80)

* If documents are not in English or French, notarized translations are required.

STEP 4: If all requirements have been met and you hold a valid work visa PCSRU will grant you a permanent professional certificate. This certificate is valid as long as your visa is valid and allows you to work as a teacher in Manitoba.

If you do not meet all the requirements but hold an education degree equivalent to a one-year education degree granted by a Canadian university and have completed the required course work in two teachable subject areas, you will be granted a provisional professional certificate which is valid for a period of 3 years or until the work visa expires.

Additional information

If you meet the requirements for a permanent professional certificate or a provisional professional certificate, but are not currently a resident of Manitoba and do not hold a valid work visa, PCSRU will issue you a letter of eligibility.

This letter indicates the type of teacher's certificate you are eligible to obtain as well as the salary classification, but does not grant the right to teach in Manitoba. The letter of eligibility provides a number that can be used when applying for positions in Manitoba.
